Temporal referencing should be given when values are provided under either TimeObject or the coordinate classes incorporating time. Temporal referencing provides information on (1) whether Universal Coordinated Time (UTC) is being used and whether GPS timing applies (in which case leap seconds are ignored), and (2) the offset from UTC in hours and minutes.
